"There is a major difference between Syria and the countries that entered into the Abraham Accords. First, Israel is still occupying the Golan, and the Golan is Syrian land by United Nations recognition. The countries that signed the Abraham Accords did not have any of their land taken by Israel, and they are not neighbors with Israel or sharing borders with it.
Since our arrival in Damascus, Israel has carried out many aggressions against Syria—around a thousand airstrikes that destroyed numerous Syrian institutions, including military, security, and civilian sites. Israel also carried out roughly 400 military operations on Syrian territory, during which it arrested some people and killed others. This is clearly considered aggression against Syria. Israel even targeted the Presidential Palace twice in succession, which can only be considered a declaration of hostility.
Syria, however, has moved toward containing the situation. The current Syrian leadership has been trying to avoid dragging the country into any new war. This has opened the door for Syria to focus on opportunities for rebuilding and development. At the same time, this stance is not a weakness; it must be respected by others"
