What CS:Legacy Is
We know that in the wake of Classic Offensive's cancellation, many of you are wondering what this means for CS:Legacy. So we want to be absolutely clear about what our project is — and isn’t.
CS:Legacy is a completely independent, non-commercial project developed on Valve's public Source SDK Base 2013. We are using the SDK in accordance with Valve’s own publicly available guidelines, Steamworks documentation, and SDK license, which specifically permit the use of any Valve IP for non-commercial Source Engine projects without requiring a separate license from Valve. This is the same framework under which we developed and released CSPromod on Source SDK 2007 back in the day, without encountering any issues.
Here’s what that means in practical terms:
✅: We use the public Source 2013 SDK, officially provided and maintained by Valve on Github.
✅: We do not sell or charge for the game in any way.
✅: We do not monetize gameplay or provide unlocks, keys, or in-game items.
✅: We own 100% of our code and assets — everything from visuals to UI to characters is built from scratch by our team.
✅: We do not mount or rely on Valve’s game files. Some legacy sound files are in use, but we are ready to replace them if required.
According to Valve's own documentation, this puts us fully within the scope of the default SDK license and specifically allows a Steam release and use of any Valve IP. We’ve included key excerpts from Valve’s Steamworks publishing guidelines and SDK terms at the end of this post as screen captures, as well as direct links in the follow-up comment so you can read everything.
CS:Legacy is developed fully within the legal and technical constraints Valve has provided to the community.

Our Contact with Valve
We are in contact with Valve, but communication is slow. It’s always possible for them to change their policy, but as of yet we have not been informed of that. Should this happen we will let you know. The SDK guidelines were last updated in February 2025 and none of the points highlighted above were modified.
CS:Legacy continues active development within the official SDK license framework. Our approach has always been to build the project transparently, cleanly, and respectfully, and that will remain true regardless of what comes next. We’ve made sure to stay compliant from day one — and if anything ever changes, we’re well-positioned and prepared to adapt.
We are currently working on a game build of CSL required for the SteamWorks submission process, as well as a new public video showcasing some gameplay from CS:Legacy!

Thank you again to everyone who’s been part of this journey so far. Your support continues to mean everything to us, and we’ll keep you posted on any developments as they happen.
